Who can make a single, completely customized football jersey? Is this something any local tailor would do?

Go to a t-shirt store or sporting goods store that sells team jerseys for kids soccer teams ...

Tailor won't do this....

They would need to get permission from the NFL and the particular team to replicate the logos for use on the jersey. Otherwise they could be sued.
