is it legal for the telephone company to chop down a tree on private property if the owner doesn't want them to?
also, if it is, who can I talk to (in the city of Fort Wayne, Indiana), to keep it from happening?

Normally, they just trim to keep trees out of the telephone lines. Contact the Indiana Public Utility Commission.

They can do what they need to to stop it interfering with their lines. Usually they just trim them, but if they have to cut it down, they're allowed to.

If the tree's not cut down yet, talk to the phone company about how much of a trimming it 'really' needs.

They have a lot of freedom to do what "they think" is needed - so you're a lot better off keeping it on a friendly and cooperative basis than getting loud with them - annoy them and they'll just refuse to talk to you and cut it down.

Need to check first if they have an easement to maintain wires/row; that is usually the case. Otherwise complain to the Public utility comission.

it all depends on the by-laws of your town. there may be a by-law stating that utility companies have the "right of way" and if there is---then your just out of luck.
