With dynamic IP assignments, your address lease should expire every N hours--usually every 48 hours or so. However, if you turn off your modem it should get a "new" address from the pool. That said, the ISP's DHCP service might assign an IP based on your modem's MAC address so you might get the same one each time. This makes it easier for them (and the FBI) to find you... ;)

That would depend on your ISP...I believe the default is a dynamic IP number so yes you would get a new one.
