The Mégane II does not have a switch handbrake.
It has a lever handbrake, but using a lateral handle instead of the more normal longitudinal handle. I find it more natural to use, but some motoring journalists didn't like it.

Some versions of Scénic II have an electrically-operated handbrake, which does have a switch.

If your Mégane lever won't stay up, your ratchet is either worn or stuck, and requires replacement or repair.
If your Scénic switch won't stay up, you need a new switch.
Either way, you need to take it to a dealer.

Sounds like the ratchet that holds the hand brake up has stripped. Normally the ratchet is welded into the hand brake lever. Your best bet is to try your local scrap yard for a replacement lever.
If you don't get it fixed before the next MOT it will fail as this is a test item.
