Polls show that though the Congress' approval is low; The majority of Americans have no desire to go right back to Republican control there. The number of current competitive races and the locations and candidates involved doesn't favor the GOP; Either - So expect Congress to remain Democrat. If that is the case; They would undoubtedly work much better with a Democratic President. The Senate would probably be closer to Hillary's more politically calculated positions; The House closer to Obama's vision. Either would do well on the whole, I think, working with Congress.
Of the current likely Republican nominees I would say Huckabee would get the most done assuming Congress doesn't change parties; Because he does not seem to be an angry ideologue like most of the rest of the GOP field...

The Democrats are back in control of Congress, and for several reasons they will probably increase their majorities in both houses in the election of '08. Democrats don't 'pull together' like Republicans. They are are not as monolithic as a party. Their agenda and goals are not as clear-cut. This is why a Democratic president and congress together are not nearly as dangerous or out-of-control as a Republican president and congress.
Maybe electing the president that congress would support best is not the best idea. 8^) With a Democratic congress, that president is probably Hillary. She's the best politician among the Democratic front-runners. She gets her funding from all the same places, so her agenda matches theirs almost perfectly. She knows how to make deals and get things done. And, like Democrats in general, she will work for bipartisanship rather than polarization.

huckabee. because his whole 10 years as governor in arkansas was working with democrats. he was one of the few republicans to be elected in arkansas and still got a lot of production as governor.
