No Presidents need to in check. They can't rule by emotion or by how they interpret "willfully actions that damage morale." According to whos principles. What the Presidents. It is good that a President has principles but they need to be kept in check with other branches of government. Otherwise , these would undermine individual rights and freedom. Freedom is about respecting others right to disagree without sending them to be "arrested, exiled or hanged."

My problem is the lack of any explanation of what would constitute "actions that damage morale and undermine the military."

Mr. Bush says that those of us hoping for the quick and safe return of all of our service men and women is damaging morale. I can't believe that President Lincoln would agree with him especially given how reluctant he was to even engage in war.

NO....it's antiquated. What constitues damaging morale or undermining the military? Some actions would be treason but if this is being applied to people who protest war then it is just exorcizing your right to agree or disagree with your government.

This certainly applies to all legislators,supporting Bush.But I don't think they should be hanged,because I oppose capital punishment, under all circumstances, unlike Bush

I don't think they should be hanged, but I do feel it terribly irresponsible to announce that a war is lost, and then vote to fund it within the same week.
