CDF issues permits.
They cost $10 per tree, with a limit of two per address, and you get a map showing where to go cut so that CDF can spread people around. It's a fun way to get a tree - I do it every year.
The lost family DID have a permit. They were foolish, but not criminal.

Yes, that is completely illegal in my home state of Oregon at least. But we have a zillion U-cut X-mas tree farms and the trees only cost $10 and the its safe, so I don't know why anybody wouldn't just go to one of those.

I believe they were doing something illegal. One just can't go up in the mountains in California and cut any tree down for x-mas. They have to go to sites that are regulated, to cut trees.

You need a permit to cut a tree on any public land. He was stealing and he almost killed his three kids to save $30. He also cost California a fortune in rescue dollars. I.D.I.O.T. and thief.
