like all things that we cannot understand, 'evil' is a phenomena rather than a tangible thing. it exists i believe, not as a separate entity as one would decribe a god for example. but within the individual person.
It can manifest itself from the workings of the human mind and in no other way.
evil is not something that can just happen without proactive help from a person or persons

You're suggesting it may not be intellectual then asking how we'd understand it. What are you suggesting - that it's really the devil and if so how we'd understand it?
IMO, neither the devil nor god exist as you can't believe in one and not the other. I believe folks make choices on how they'll behave and these choices are either deliberate or repeated from learned behavior but in either case, it's a choice.
Evil is a choice and those who choose being evil need to be held responsible. That's what laws are for.

I think we are born able to comprehend evil, except perhaps for the mentally retarded. Therefore evil becomes a mind teaser or scary state rather than merely an intellectual problem. Intellect is reasoning whereas fear and apprehension is a mental dilemma born out of our individual experiences and implanted fears.

I think some people are just born that way, not sure. Others just don't know any better, cause they were raised that way. What ever it is it is hard to grasp. Intellectual could play a party, but I think there are other factors more prominent.
