I tryed looking every where even on a witing diagram

The reason you did not find it - there is no horn relay. Horn switch is fed from a fuse, which is powered through the ignition switch, so is hot when the switch is ON. The horn is fed from the fuse, wire goes direct to the horn, then the ground side goes direct to ground. Look for the fuse, should be in a panel under the side cover (normally). If not that, could be bad switch, or open cable. If you do not have one, get a volt/ohm meter.
