As a general rule, you should mesure about the number of weeks in cm (so 32cm for 30cm). If it's the one-off in term of measurements, it really doesn't mean much especially as you're not that far from 32cm.My midwife usually waits until there are 2 measurements smaller than your dates before planning a scan but I guess better safe than sorry.
Don't worry too much, hun, especially the way they measure you is not an exact science! At the antenatal clinic, someone measured me twce and found a difference of 2.5cm between the 2 measurements!!!

I am 28 weeks pregnant and measure 29...it doesn't always necessarily mean anything...my doctor said it could just be the way the baby is positioned when they measure...my cousin measure 2 inches under also around 32 weeks and she ended up having a smaller baby..5 lbs 12 ounces but shes a healthy 23 lbs and a year old now...I wouldnt worry about it too much...i'm sure everything is okay

Depending on what the scan reveals. It does not sound like your doc is too concerned if he/she scheduled the scan so far away. If he/she thought it was bad they would have had the scan right away. It could be that you will have a small baby, or that the date of conception if off a bit. Have you had an ultrasound yet?
