A plea agreement is:
He agrees to plead guilty to a charge (it may be a lesser charge or the original charge) in exchange for some concessions on his sentence. This may be treatment instead of jail time for example.

That could be one of two things. First, before trial, the defendant is usually asked as to how he pleas by the judge.

Another scenario is if he has struck a deal with the prosecutor and he is entering into plea agreement to settle before (or even during) trial.

I am not entirely sure which scenario it is by what you asked.

He is being given a way to settle the case against him without, in most cases, having to go to trial and face a stiffer punishment. The judge may take the agreement, which is between your friend and the DA in to consideration, but he can do as he sees fit. Basically your friend will sit before a judge and be punished by him, this may happen at a later date. Most defendants do this because they know they are guilty and they are hoping for a lite-er punishment.

if he pleas not guilty, he will go to trial at a later date. If he pleas guilty and has made a deal for doing so with the State's attorney for a lighter sentence than that's what will happen. If he didn't make a deal, then plea's guilty, the judge will decide his sentence.

He will agree to plead guilty, and they will give him a lesser consequence than if he had been convicted.
