I need to replace the stop **** inside my house, because it has jammed solid. But when I use the outside stop **** (with a special key) It does not completely stop the water.

My question is if it is the responsibility of my water provider or will I be billed If I phone to ask them to sort it out?

No you won't be billed - phone the water provider and they will arrange a shut off for you xx

You definitely WON'T be billed. The stop tap outside the boundary of your property is your water suppliers' responsibility and not yours. If there is a problem with it then you should get in contact with your water supplier and they'll send their contractors out to replace the tap. This should be at no cost to yourself and if they mention ANYTHING about money then make sure you tell them that you know your rights. As soon as they've sorted the tap then you can replace the one inside. Hope this helps??

I think the water board is liable for everything up to the outside stop. From then on, into the house, it's your responsibility. I'd give them a ring and check where exactly their responsibility ends before you do anything.
