I believe the high domed hat was designed mainly to stand above crowds so the policeman was more visible. It has been kept out of tradition (and because it is still effective in its primary purpose).

As already mentioned, flat style hats were introduced for when the tall hat was inappropriate (e.g. for in a vehicle).

The 'domed' hat or helmet is meant to protect the officer from a blow to the head, and are the preferred item for beat officers - caps were introduced initially for traffic police as the big helmet didn't fit so well in the car.

The helmets are worn by constables and sergeants on foot patrol as they provide a measure of protection and also stand out above a crowd. Flat caps are worn by everyone else. Flat caps with white covers are worn by traffic officers - before the advent of dayglo clothing it was the only item of clothing they had that remotely stood out, essential on the road!

I am sorry that your question has attracted the attentions of a Nazi (look at his avatar) and a raving religious nut.

The original policeman's helment was designed to be stood to help him look over walls. All constables are entitled to wear helmets
