Here is my story. I really appreciate any inputs.
I brought my car to a shop for replace front & rear brakes and rotors, transmission fluid, front axle. Job was done, took my car back, but I had a new weird problem. The problem is all lights: dashboard, headlight, clock, radio, all go dimmer and back to normal repeatedly. Also I can feel the engine losing power like it's coughing everytime the lights do that. So I broght the car back to the shop. He is spending 2 days and not able to figure out cause. He said he checked the alternator, battery, they're fine. I told him it could be the one of sparkplugs dead, but he didn't think so. What could be the cause for my problem? If anyone has any suggestions to give me, I'd really appreciate it. Honda Passport 99, 4WD.

its not the spark lugs for sure , sounds like the voltage regulator in the alternator or as the other guy said , bad ground

Sounds like a bad grounding wire, or bad ground connection.

With the work that he did, it's possibly that he disconnected some wire harness some where that was connected to the engine or chassis of the vehicle and he may not have forgotten to reconnect the wire or didn't connect it so the metal parts necessary to make a good ground connection.

Do you step on the gas and the lights go brighter? It is the alternator,which is the power generator.
Could be a bad belt.
