Cannabis is not legal, it is just not acted against if you use or grow small amount.
Often growers of cannabis grow in dangerous circumstances.
As growing more than 5 plants at a time is not allowed (up to 5 plants are ignored, mostly,) the growers have to hide their plant.
Often they get illegal electricity, (to avoid being noticed) and hide the lights. Many of these growing places are fire dangers, smell like high heaven and the growers are often part of gangs or do other illegal activities.
So it is not strange to see a mention of someone being jailed for growing drugs.
By the way, the man in this news clipping is just after being arrested, most likely in the first few days, before the judge is really involved, (as he is still in a police cell.) (After a few hours to 48 hours he will be brought before a judge to extend his stay in a police cell.

The policy in Amsterdam is more one of tolerance rather than outright legalization. You are generally not allowed to smoke out on the street, and starting this year they will slowly be making it harder for tourists to buy cannabis from coffee shops. However, if you do happen to obtain some cannabis, you could totally get away with having some on you and smoking it in relatively privacy. I doubt they will ever make cannabis illegal again. They're trying to restrict it to stop drug tourism, though, which they apparently consider a problem. The idea is to not criminalize it, but to restrict it so that people are limited to personal use and the government can keep tabs on it.

Cannabis is not legal. Everything that has to do with cannabis (smoking, growing, dealing etc) is mentioned as a crime in the Dutch books of law.
But there is a national policy that when it is for your own use, the police will not do anything with it.

it's tollerated,condoned or however you spell it. a person can only grow up to five plants himself i believe, you can buy weed and the seeds in shops in amsterdam, they even have to pay tax on it, but it's a messed up thing cause in fact, it's not legal. they will let you smoke it, but you can get fined if you smoke it on the streets in some towns (like drinking in public) they will let the shops sell it, but one always wonders where that **** is comming from cause you can't have more than five plants LOL
really strange way of living here in holland, but it's fun

Amsterdam leads the country in the number of "Coffee Shops" per square kilometer. Here you can get a cup of cappuccino, check your email on the complementary computers, and select from a menu of several types of marijuana or hashish. There are no penalties for possession of up to 5 grams of either drug, but penalties for trafficking are severe, which leads to the big paradox of the Dutch approach to drugs - shops can sell small quantities, but where do they buy their stock, since trafficking is illegal? There are also shops that sell seeds and growing supplies, though it is illegal to grow your own unless you are a licensed breeder - another paradox.

Cannabis is illegal in the netherland's but it is tolerated by the authority's u can buy it from a coffee shop, smoke it, but u cant grow it, sell it yourself and in some places u are not permitted to smoke it at all. But as long as u aren't stupid and do dumb **** u will be straight.
