For example, if I go to this site: http://appsext8.dos.state.ny.us/corp_public/corpsearch.entity_search_entry and search for a name and find its status is "inactive" does that mean that I can create a corporation with the same name?

Nope. Inactive means only that the corp is not engaged in business at the present time. It is still a registered corp.
I have an inactive corp.
