Straight answer:
If it has a reservoir tip, just place it over the tip and unroll it down until the rolled up part is at the bottom of the shaft. (If it unrolls all the way before reaching the bottom of the shaft, congratulations, you have a potential career as a porn star!).
If it doesn't have a reservoir tip, pinch about a half inch or so between your fingers, place that over the tip, and unroll the rest of it so that the little "reservoir" that you made with your fingers doesn't flatten out. The idea is that you want to leave just a little space for your ejaculate.
And uh, after you're done, make sure that you hold on to it during withdrawal so that it doesn't slip off. Else you might as well not have worn one at all.

Just how old are you? No matter at least you are wanting to have safe sex. Most condoms have a little bulb at the very tip. You will see where it is supposed to unroll if you hold it there and place it over your erect penis. Some even have instructions on the box.
