Building would almost certainly cost more than buying, especially if you can find what you want on the surplus market. You'll need to be more specific about your requirements. For example, capable of lifting a 200 pound iron block, can be powered by a 12v car battery, etc. Check your yellow pages under surplus and magnets, and of course try some web searches.

As common as electromagnets are, I would be surprised if an electrician thought you crazy. (Although, you do not specify a use.) Still, consulting an electrician in your area can't possibly hurt.

Best source is Navy and Air Force Surplus. They are sold as junk salvage, used in lots of electronic equipment such as Radars, etc. Google for sites in your country where your Government disposes of these things, or vendors who buy used equipment for salvage and recycle.
