Lead is a cheap method to color paint. Banned in the US many years ago, still used in China.

It is really the fault of the companies in the USA and the west. Mattel Toys had to apologize to China for this, due to the fact that they did not specifically tell the manufactures here to not use lead based paints and Mattel did not have oversight on the manufacturing floors. They have since changed that policy. Further, because of this, the Chinese government and manufactures have taken notice and have put in place an active education and oversight system to help prevent future occurrences of this problem.
In the future, you will be hearing less and less about this as the stockpiles of tainted products are eliminated and the manufactures are better educated.

There is a great deal of assumed information about China in the west. I am an ex pat from the USA living in the heart of China and if I thought China was as bad as many think she is, I certainly wouldn't be here, nor would I be defending her.
My best defense of China is not my words, but rather come over here for a visit and see for yourself.

Hello? there used to be lead in paint here in NA and also in gas and in horizontal blinds only to name a few products. Only since the 70's has lead come out of paint and gas and only in this century has lead come out of horizontal blinds. We do not live in 3rd world country, there are no human rights in China let alone ethical and environmentally friendly business practises. Realize that we the consumer drive for lower prices and big business for higher profits, corners have to be cut somewhere usually at the little guys expense. take a close look next time you go shopping for toys or household good how many product are not made in China or another 3rd world country. It is our own job to be as vigilant as possible with our shopping practises. Buy made in NA products as much as possible but be warned just because it says it is made here all the parts for the product can be made somewhere else!!!

Much of the world does not have the technology and education that we have.
Lead WAS a common ingredient in many kinds of paints. Also plumbing and other things. When we discovered how toxic it is, we stopped using it.
Other countries have their own priorities, and cheap, lead-based paints may not seem like as bad a danger to them. New paint technology is also expensive to implement, so it may just be a cost/risk assessment that keeps them using such stuff.

There is no one single answer, different manufacturing plants in China were involved.
In some cases, the plant purposely bought substandard paint to increase thier profit margin.
In other cases, the supplier sent mislabled substandard paint, instead of the paint that was ordered.
China does not have effective regulations or regulatory powers over the manufacturing done there.
The US companies that imported products, let thier quality control checks of the products imported slip.

Lead paint is cheap, brightly colored, and long lasting. The subcontractor in China used for those reasons to make more money and because it is not illegal in China.

Well I know back in the day all paint had lead in it.. so perhaps they just weren't using lead free paint? I dont know....

there are some paints that come lead based, they may have used that.............. thats my only guess otherwies i dont really know
