The law would have to be changed and it doesn't make sense to do this. I realize sometimes the voice vote is used for anyminity though usually it's used to speed things up when something is overwhelmingly approved of or disapproved of. I agree 100% with what I think is your real point that everything should be on the record though that just isn't practical in all instances.

You have to get Congress to pass a bill forbidding the voice vote, which isn't going to happen.

Why would you want not to be represented?

If no voice vote is counted you are not represented.

We can't. They'd have to pass a law for that, and there is no way they'd do that.

Congressman never want to be held accountable.
