My Mom lives in Toronto, Canada, but stays in Florida for 4 months every winter (typical retired snowbid), in an inexpensive RV park. They have WIFI available but it's slow and expensive (dial-up speeds for $40 per month). It's so slow that VOIP drops pretty frequently, and video is out of the question. Rogers Mobile internet is only available in Canada. Anyone have any better suggestions please?

This is a fairly common dilemma for "Snow Birds" worldwide.

The best solution I can think of is to have your Mom find an Internet Cafe (Yellow Pages?) in the area that will allow her to use Skype on their PC. She will need to take her web cam, headset and microphone with her.

Why bother with a mobile home to rent? You not only have a depreciating home but you have to pay lot rent at the mobile home park, even when it is vacant. To answer your question, yes tenants do have to qualify for mobile home parks, and many mobile home parks will NOT let owners sublease. Also, you can make some money renting out mobile homes, but with houses so cheap now in Florida you probably would do far better in a single family dwelling.
