There are many reasons for a computer to run slow. Your question is too general for me to give you a helpful answer. You need to let me know if it is always slow, just in this session, has it slowed down after you installed a new program. is the hard disk running out of space..., in any case the answer could be that you have to do several things to get it up to speed again. Be more specific in describing your problem and your hardware, myself or someone else will be able to help.

1) Not enough memory - Solution: Add more RAM
2) Older Comuter/CPU - Solution: Buy new computer/upgrade CPU to faster clock-speed or dual core.
3) Too-much crap loading on boot-up - Solution: Disable or uninstall programs like Chat programs, toolbars you've installed from various vendors, etc.
4) Virus - Solution: Run system scan with your AV Software, which you have presumably kept up-to-date.
5) Cluttered Desktop - Solution: Ensure you have not placed actual files and/or executable programs on your desktop...short-cuts only, please... Every executable program or file that is placed onto the desktop will actually slow the computer down as the CPU dedicates cycles to ensuring that the program/file is active.

Try installing the free-ware offered from the website below and running it. Try to figure-out what is running that you don't need (what is typically called "bloatware") and then use the program to disable them...however, be 100% sure because if you disable the wrong program(s), you may cause your computer to not boot-up properly.


EDIT:
Oh, and as others have suggested...run a Defrag on the system...after you turn-off programs such as chats and other ones that regularily page the system, causing your defrag to keep restarting.

Have you scanned for malware and viruses? How much RAM do you have? Running on too little can slow everything down. Also reduce the number of programs on your startup list, remove unnecessary programs from the PC and also run disk cleanup. Second common reason for slowdowns is fragmentation. Analyze your drive, if its afflicted with the disease, thats the reason why startup/ shutdown and general performance is very slow.

Run a Spyware/Antivirus scan, run DiskCleanup, Disk Defragmenter...

from the run command, type in MSConfig and stop any services or startup items that you think you don't need at start up. Also increase your paging file size, and install more memory too... or move the paging file to another drive...
