Probably both. They were Unidentified by the people who saw them and the were Flying Objects, so they were Unidentified Flying Objects, or UFOs. UFO is an acronym made up by the Air Force to refer to more than just flying saucers, but to any strange thing in the sky. UFO DOES NOT MEAN ALIEN SPACE SHIP. And the strange lights could well have been some military aircraft.
