No
Both of the wipers are not working
One of the wipers is not working.
Just like
The twins are coming to the party
He is coming to the party.

If you say, One of the wipers are not working, you are falling victim to what is called in grammar 'attraction' -- the verb is attracted to the plural because the word previous to it is plural (though not the subject) .

One of the wipers is not working because even though the noun is plural, you used the word "one" which is singular. Or 'my wiper is not working' just to be on the safe side.

No, it should be one of the wipers is not working because wipers is used in a prepositional phrase.

No, but you are close. This is correct: "One of the wipers is not working" The subject is one of the wipers; therefore, use "is" and not "are".

Wrong, are would be plueral, meaning both of the wipers are not working, but you said one, one is singular meaning one of the wipers is not working.
Another thing is the word at, don't use it at the end of a sentence. Sound like a true redneck uneducated person to say Where are you at?????????? It is where are you.............no at.................
