You're right, technically speaking, it doesnt make much sense and is a clear oxymoron.
The term 'as hell' started with hot as hell, but has become more of a way to emphasize anything. Such as... old as hell, stupid as hell, I wanna kick him in the face as hell, etc.

I don't know the answer to this, but I can say that hell has not always been considered a hot place. In Dante's Inferno, Satan is found to be imprisoned in ice. Perhaps the expression developed when hell was not considered the hot place we think of today.
Just a guess, but it would make sense.

hell has the meaning of suffering and torture . this could be a result of being exposed to either hot or cold atmosphere
