I'd rather someone told me what they thought of me - in a nice way.
Nobody's is perfect but people can rarely see their own flaws. A good friend would whisper gently in your ear and let you know when you had been too abrupt/rude/over-friendly/mean etc etc - whatever your failing, if they tell you kindly you can address the issue, be more aware and become a better person.

Someone being "nice" can easily lead you down the wrong path.
Imagine an overly diplomatic boss who doesn't make your mistakes known to you, hoping you will clean up "down the road." But you keep making the same mistakes and so his/her boss tells him/her to fire you.
So you lost your job. However, had he/she been straight with you from the beginning, you would have improved your performance, or went looking for a new job when you realized you weren't a good fit.

First, one doesn't have to ascribe to the two extremes. One can be honest and tactful at the same time!
When a woman asks a man what he thinks of her in a specific dress, and his raw opinion is that he thinks the dress is very unattractive on her, here are his options (generally):
1) brutal honesty: you look like a stuffed pig, my darling
2) lie your head off: you could not look more beautiful, my queen
3) honest tact: it isn't my favorite look on you.
If I have solicited someone's opinion, then I'd prefer the honest tact. However, I generally don't care for people to march right up to me and give me their opinions without provocation or reason.

I would want someone to extend the same courtousy I extend to them...I would tell someone what I think of them, I'd expect them to do the same. Who wants to "pal around" with someone that doesn't actually like them? I wouldn't. The entire relationship would be a lie and not to mention the bad stuff that coiuld come of entrusting such a person if they don't like you and you tell them something personal....yeah. No go. Honesty is a rockstar among character traits.

I think if I were in a bad mood (upset or in pain) I think I'd like the nice-ness. But for everyday things I would much rather they dish out the truth so I may improve on it.

No, I'd rather have an honest attitude. I prefer if I know exactly what someone thinks about me, so that I can also behave according to my attitude towards them. I don't like hipocrisy.

It would depend on the person - if their opinion matters to me then I want honesty all the way. If it is people in passing then being nice is the order of the day.

Honesty is the best policy, saying it as you see it does not necessarily mean the truth of the matter but it does allow for reflection, when confronted by someone elses view of yourself .
