There are some search engines but that keeps pages on people but it all depends on where that person is and if the site or company have been able to list those people on their directory. Some Website have listings or directory and how you can find people. If you are interested you can check the following site:

However, in most developing countries you may find it difficult to find people.
But you should know ofcourse that the people who are possibly listed are those on have possible being noted to have being in the news or have written some things that are relevant enough to be mentioned on some webpages.
