Take a cotton tip swab and use a bit of alcohol or Witch Hazel to clean out the dirt. Look carefully and you will find lint has clogged around the inners of your mouse. It can be stubborn.

Sounds like time for a new mouse. Go optical or laser, you will like either. I prefer laser - they are sensitive.

Rubbing alcohol will take care of it, and it won't hurt anything.
