Its a contest between the USA, Germany , Russia and Israel.
Hell any country with a view to conquest be it a major nation or some shoebox little african state, to some radically religious country.
And the answer lies in your perspective relating to these countries.
One mans freedom fighter is another mans agitator.
the real question is ..has the aggression, the hostility, the death and the destruction made this world a better place to live?
I dont know!
Has hostility worked and is the world a better place because of it ?
Whatever your perspective is!!!

Hostility has a number of ways to be measured. Its not just who goes to war with whom.
In answer to what many have said, the US is not really hostile. Yes, we've been involved in a number of wars, but never without some form of provocation.
Germany would seem to be a big one, there weren't just the two world wars, there was also the Cold War, which Germany was smack in the middle of.
Israel and its neighbors have been downright hostile, on an almost constant basis.

To whom or what?
Britain has been at war with at least one other country every single year over the last hundred years.
Germany works out at about 12 years of warfare.
So it very much depends on what you mean by hostile.

like others said, it depends on what you mean of hostile. for me, Israel is the country that is shining right now. they have so many internal problems as well as problems with other countries.

germany was the most blatant...the old ussr was sneaky because it goaded other countries into making their mischief for them...the us looks hostile because it always sticks its military nose in where it isn't wanted, but not so much as an agressor but as a reaction to other's agressions..
