Even though it is written in the rules, practically there is no need to obtain FIR from police station. I have again inquired it for you. Trust my words. Go and apply for a duplicate PAN card. Even if the department gives you 100 PAN cards with the same number and same data, what difference it makes for them. In no way you are cheating them with 100 PAN cards of same number. So forget police station.

Applying for a Dup.PAN card is almost like applying for a fresh card. You have to pay around Rs.70 as fee, produce address proof again, again a new photo etc. Do not change your name, your fathers name and your date of birth if the same is correct in the lost PAN card.

You apply for duplicate pan card, without loosing more time.

u must get the FIR and apply for the new one. i think there is no other option. or check their site
