Yes they do. It's in there make up. If they don't stare at you, that's when you should worry. They are looking for someone to mate with. Men are designed to try and make love to as many females as possible. It's only our moral code that stops this happening when you marry. (Not always of course) Be proud when they stare, remember, you have something for them to stare at

The length of the stare is directly in proportion to the amount of cleavage you deliberately expose or shortness of the skirt.
Be real, a womans breast is a beautiful object. Keep your sweaters loose and tie your shoes more often.
