In commercial parlance, F O B stands for free on board, meaning that the seller of goods bears all the costs up to and including the loading cost for goods shipped to the buyer. Further costs such as freight, insurance, etc. are to be borne by the buyer.
F O R perhaps is a modification of F O B, with R standing for rail - the costs up to loading on the railway is to the account of the seller, where the goods are sent by railroad instead of by ship.
