Boy, This is a tough one.
Trigger was purchased by Roy in 1938 for $2500 ( a lot of money in 1938). Trigger died in 1965 at the horse age of 33.
"The Caledonian Hilton Hotel in Edinburgh is the grand old lady - affectionately known as "the Caley" by everyone familiar with the distinctive pinkish-brown sandstone building on the corner of Princes Street - over 100 years old.
Roy Rogers led his horse Trigger up the carpeted steps."
- - But the source does not say when. My guess would be the late 1940s or early 1950s. I'll keep looking online.
Good question.

Building on Spreedog's answer above, I have found that Rogers and his wife, Dale Evans, toured England, Ireland and, most importantly for your question, Scotland in 1954. Found in "Happy Trails: The Life of Roy Rogers" by Laurence Zwisohn, at
http://www.royrogers.com/roy_rogers_bio.html
Not only did he ride Trigger down the stairs of the Caledonian in Edinburgh, whilst in Glasgow he reserved a separate room for Trigger at the Quality Hotel Glasgow! See http://www.conferences-uk.org.uk/Glasgow.asp?venue=Quality%20Hotel%20Glasgow
Here is a picture of Rogers and Trigger being greeted at Waverley Station in Edinburgh, 1954, from "A History of Scotland" by Alastair McIntosh Gray, found at http://books.google.com/books?id=GGhvmMCbQLUC&pg=PA140&dq=roy+rogers+scotland&ei=l4trR_GnCIfCtAPW7aGeBw&sig=9PkOHBT_rGVYdCS3WstK68xsWNc
