About the best one I have seen is called Public Parapsychology (link below).
It is written by a non scientist in the sense that she does not hold a doctorate and I believe her degree in is Music. However, she appears to be actively involved in parapsychology. Her web sites tries (and I think succeeds) in sharing information from the scientific community of parapsychologist with the public at large.
Of course I mean best by my standards of staying with the scientific understanding of parapsychology being shared with the public.
Although to give them credit the Parapsychological Association (link below) which is the professional association for parapsychology does have pages written for the public. I especially like the online tab that includes surveys and online psi games and the resource tab that has a frequently asked question page and a glossary of terms.

Scientists don't care about parapsychology.
There are many "newage" websites that should be able to lead you down the 'right' path.
