I see it has been 15 hours from the time of your question. I can only give a theoretical answer. Not knowing the purpose for the 'kernel', I know I do not have control over it, even though my actions may cause to action through .DLL file. Like all executables, the kernel and .DLL files must be interpretable for the CPU (or a CPU). Like all files the kernel and .DLL files may be deleted or in the correct program environment rewritten or edited, but the kernel/.DLL system is not a program singularity but a muti or poly executable system that distributes command strings to more than one executable file like subroutines existing outside the program identity executable, the main executable file. Essentially that gives the CPU more control than you over what goes on in your computer, but a CPU does not comprehend that in and of its self.
