No, Jewish people do not have some obscure ritual where they chop off their penises. They are circumcised in line with a religious obligation, recommendaton, tradition to do so. This is the removal of the foreskin at the tip of the penis. The foreskin is basically the hood of skin that covers the head of the penis and in religions such as Judaism and Islam it is considered important to remove it for the sake of 'cleanliness' as dirt often gets trapped beneath the foreskin. Men who are not circumcised will be able to tell you that they need to pull the foreskin back to clean underneath it to avoid infection and sometimes sex is uncomfortable.

Jewish people do not have 'incomplete' penises. They just have very well groomed penises.
