Sounds like plant gnats. Put 1/4" of sand on top of the soil. Sand prevents any juveniles from hatching, the adult gnats will die, and no new bugs. These gnats are usually followed by spider mites if left untreated. (tiny webs, small spots on leaves.) If spider mites develope use Spectracide 3 in 1 spray.

Good luck.

Firstly change the soil. Use readily available potting mix (usually its a mix of sterile soil, wood shavings or coconut husk and vermiculite or garden manure) bought from a good nursery . Planting on the ground is better than pots. As for the bugs, to prevent infection add some neem cake or what they call "neem ki khali". Water lightly in the morning. Go organic, don't use chemical ferilizer or pesticide.Protect from frost, but also provide adequate sunlight.
