I'm a 911 sort of person. I just read about two people who were found at the bottom of a 5 story building, naked and dead. They fell off the roof while having sex and died. So, I figure this idiot is going to fall off the bus soon so I might as well call 911 and get some help. Maybe this loon will get lucky and not die for his stupidity!!!

I will give you a serious answer.
I would call 911. A naked person of either sex on top of a bus in winter time would be in grave danger and would most likely would be an escapee from a mental institution. I would want to get them to safety.
If it happened to be a good looking female I might look a while before I made the call, though.

Tough call! Vectoring in the police is a most likely in this case, as all of the several States in the Union have prohibitions on public nudity. I wouldn't be surprised, however, if somebody shot the scene on a VCR for attempted submission to either America's Funniest Home Videos, or--"Janene (Aaaah! Oof!)...HERE's your sign"--Country Fried Home Videos.

I have seen it twice before , cell phones not around yet. it was a ugly man flasher , tube socks on, and on top of a Limo @ a pink floyd concert. we watched and laughed. the other was a girl in Las vegas , stripped to the b-day suit and was singing on top of a bicycle with her bra on her head. riding down the strip. we watched and laughed!!!!!!!!!

if it were a girl I would stop to watch, if it were a guy I would just go about my business. I work in an all male facility and see plenty of naked men each week.
