Tehran, Iran....Johannesburg, South Africa is larger, but Tehran is more populous. 7,797,520 people compared to 3,225,812.

Read the 3rd paragraph in the attached article...

Note: Phoenix, Arizona is a close second but Johannesburg has a slight edge in terms of population.
