two computers share internet connection via a router.
one of the computers is turned on, whereas the other is off.

Yes. The router must be turned on and connected to the modem that connects to your ISP and it must be on as well. Any PC connected to it by ethernet cable or through wifi will have access to the internet.

Yes, all the computers plugged into a router act independently of each other UNLESS one of the PCs is set up as a proxy server to control how the other PCs access the Internet (such as running web/email filtering software and such). In that case, if you turn off the proxy server the other PCs would lose their connection (it's not a very common configuration for home users, but I have it done that way on my network and many businesses do it as well). The router does have to be turned on, in any case.

Well i tell you haw it works in my home network and hopefully it would help:

Comp 1 (Host/Main): PC, no wireless lan/adapter.
PC is directly wired to router by use of ethernet cable. Router then sends wireless signals to others.

Comp 2: PC with wireless adapter

Comp 3: Laptop, with in built wireless card

Even if Comp 1 is off all i have to do is switch on the router and modem and wait for the 'internet' light on the modem and WAN light on the router to light up and every other comp could excess the net. So ya the modem and router definitely needs to be turned on - hoped i helped

IF the router is on, either computer that is on will be able to connect if it is on, no matter the status of the other.

the router needs to be on in order for it to connect to the internet...but both pc's don't need to be on
