If you lived in Sub-Saharan Africa you'd realize they don't have cool weather throughout the year ! I lived in South Africa for many years and it's bloody hot in summer ! However most tribes ther [ Zulus Xhosa etc.] had migrated south from central Africa to find better grazing for their cattle, I think the other guys don't understand your question !! Obviously blacks can be born anywhere I'm guessing you mean they 'originated' there.

Sub-Saharan Africa is hot, and the sun is high during the day. Thus it is a benefit to have dark skin and why the black genes have provided the fittest for the environment.
The Sahara also forms a large natural boundary meaning the gene pool to the north and south rarely mixed during human development, allowing distinct racial differences to the north and south to evolve..

Migration. The skin color is genetic, not based on where they live. I know black people in northern Alaska.
