I am currently at a Community College :(
Next year I want to attend a four year university. The University I want to go to requires that I have 23 credits to be able to transfer.
Because it is just the end of the first semester, I only have 15 credits.

Does this mean that at the end of the school year I need to have 23 credits to be able to transfer? Or do I need to have them by now?

Also, is it possible to apply to a school right after the school year is over? Probably not smart though?

I'm sure that someone on here has an idea of what I mean. And if anyone knows anyone who may know, PLEASE ask them.

First of all, they mean by the time you transfer, so if you have 15 credits now, but are signed up for another 15 for Spring, you are eligible to apply to transfer for next Fall.

Most schools have application deadlines, and after the school year is over would be too late, unless the school says that they have rolling admissions and you can apply at any time.

It means 23 credits need to be earned and submitted by an official transcript by the time you register for classes (usually a week or two prior to the start of the semester as a new student).
Until then, assuming you meet all other qualifications, your registration status will be put on conditional status, that is, if you don't submit proof of the full 23 credits they will administratively disenroll you.
