Is it a wireless router? That depends entirely on how far she is from your house. If you're neighbours living wall to wall, then yes she should be able to get a weak connection. If she lives under you in a lower portion then she should get it too. However, if she lives across the street or two houses down, then no it's not going to work because there simply isn't enough range on the router.

How to set up a router: Read the instructions supplied with it. They're all different. You will also have to run a cable from your router to every computer you want to be able to connect to the Internet (you will need an ethernet switch if there are more computers than the router has ports). Once the router is correctly set up, any computer plugged into it will be able to see the Internet.

(** EDIT **) As long as the router itself (and ethernet switch, if you need one) is powered up, you don't have to have both computers powered up. If power to the router is lost, then it will take awhile to restart; so treat it like a VCR.

Also, if the two computers are in different houses and connected to different phases of the mains, there's a vague outside possibility that under fault conditions, the two network cables could have 400 volts (= 230 * sqrt(3)) between them. There won't be enough current behind this to do you any real damage, but you might get a surprise if you touch the contacts on the plug connected to the far PC and something in your own house at the same time. You will be perfectly safe as long as you only ever handle the network plugs by the plastic parts.

If this is for wireless, unless they live very close it will not work at all. You will be lucky to get more than 150 feet in normal conditions. If close enough the router will maintain the connection permanently, so it will not matter whose machine is on or off. For wired there will be no problem.

1.Decide the position of the router & place it @ a fix place.
2.ON the router by pushing the routers power button.
3.Optional-Connect Modem(for internet)to the router in the routers uplink or internet or WAN jack.
4.Connect one computer to the router by network cable.
5.open routers administration tool by opening web browser from the computer connected to the router & type http://192.168.1.1 or 192.168.0.1 or consult routers documentation.
6.log in to the router, give user name & password alloted in the documentation, but change this afterwards(user name password).
7.Enter internet connection information into router configuration then type Ip address (static) including mask & gateways.
