I think its symbolic of The Holy Trinity,and the Holy Spirit (the dove) descending upon a figure who is seen as a Monarch,or someone in a position of great authority.

The eye in the triangle represents the all-seeing eye of God. In that context, the bird should represent the descent of the Holy Ghost, or Spirit, which will be distibuted to believers though the Holy Grail, in the form of the Eucharist, or the Sacrament of Communion.
