It doesn't matter if it was consentual- if she's a minor she cannot legally give consent. He should be- however someone has to press charges. My guess is the parents do, since they're legally responsible for their daughter UNLESS she happens to be an emancipated adult.

well as long as the girl parents, don't charge the guy! also when someone runs away at the age 14! there really isn't anything you can do unless you have a lot of money.to press charges! so what I 'm trying too say. Because no one is going to charge them because they are celebrities. The statutes in Louisiana and California say that it is illegal for an 18 year old to have sex with someone under the age of 17. But they will not reinforce it! I suppose if the family is upset they could tell the police to charge him but they won't.
