I'm not sure if you're aware that Ikebukuro is in Tokyo while Kaisai Airport is in Osaka. To get from Osaka to Tokyo takes about 1 hour by plane and 3 by bullet train (shinkansen).
If you are flying in from abroad, it'll be much more convenient for you to fly to Narita (New Tokyo) Airport. If you have to land at Kaisai Airport, either get a conneting flight to Haneda (Tokyo) Airport or take the the local train to JR Shin Osaka Staino and take the bullet tain to Tokyo. From one of these places you can then take the local train or subway to Ikebukuro.

There are various ways to do this. The route you take depends a lot on what time you want to travel.
Check out www.hyperdia.com for all your travel planning in Japan. This site is in Japanese, but has a link to an English page. All you have to do is to enter departure station, destination, and preferred arrival or departure time. The system then will come up with 5 different methods, including domestic flights, trains and taxi if necessary, It shows how long each section takes as well as the cost and total time required to travel, all necessary transfers and time it takes to complete the transfers on foot.
For example, if you leave Kansai Airport at 9am, the fastest, but most expensive way takes 2 hours and 39 minutes to complete, using a domestic airline. If you do not want to fly, the trip will take over four hours by train.

Take a flight from KIX to Haneda. The Haneda monorail connects to Shinagawa, so you can get from Shinagawa to Ikebukuro on the Yamanote line.
