Furthermore, I'm curious if they are made in the U.S.A. or not. I know they are a Minnesota company, but are they Native American owned and operated?

Minnetonka Moccasins are made in Minnesota - they are inspired by Ojibwe (Chippewa) designs. I am not sure if they are owned and operated by Native Americans.

After a quick phone call to customer service (Phone: 612-331-8493), I was informed that Minnetonka moccasins are made in China, and the company is not now, nor has it ever been, American Indian owned or operated.
