Any method such as a trace route will only provide the most minute information to where you live. Often, it just leads to the nearest large city, if you live close to the border it might even be the wrong state. An IP address, no mater the person* can only give someone your address within 200-400 miles.
* Police, can however find this information if they need to.

With your IP address... a person can run a program such as visualroute or traceroute (etc..) and can get your general location or that of your ISP's closest "hop" to you.
If you have a registered domain using an IP address and have listed a valid address as the contact information then running a WHOIS on the IP address would provide that information.
If someone wanted to get your actual location from your ISP they would have to provide the ISP with a subpoena as it against the ECPA to release it otherwise. Your ISP will have your billing information and also will have logs of when and where you have been on the internet.

They can find many things from your IP address. I can find where and who your ISP is, contact them and narrow down where you are located to the city and if some one has access to that they can get a court order to make your ISP give the Name, Address, phone number and any other info they have on you. So the answer to your question is YES, if they have the right connections.

Yes, they can, but they most likely must have a court order.
They can obtain it for your Internet provider.
I also would not doubt that there is a list out there somewhere that gives general locations associated with groups of IP addresses. I've noticed alot of ads that seem to know what city I am in even though I have never done business with them. There would have to be a master list for them to do that.

yep, but sometimes it's the wrong location, like mine for instance. secondly they need to get your ip address in the first place.
if you're concerned you can use a proxy server or a different ip with special programs.

Only if they contact your Internet Service Provider and they release your info. Usually it has to be a legal issue for them to do this.
