You will need to contact the Oregon Dept. Of Agriculture. They are the department that handles landscapers licensing. In order to trim and cut trees, you will more than likely need 1 of about 4 available licenses pertaining to different phases of the landscape industry. The Dept. of Ag can tell you the specific one you'll need. In order to obtain this, you'll need to pass an exam, as well as have some experience in the landscape maintenance field to qualify. You will also need to be insured and bonded before you start your business. Iam providing the link with all this info for you to checkout. Scroll down to the different phases of licensing for landscapers. There is some licenses that you need for Irrigation work and some you don't. It all depends on just what type of work you want to do. I believe there is a number to contact them if you have any further questions.. Hope this helps you out. Good Luck
