An atom in a stable state emits no radiation.

Energy (in the form of radiation) is added to the atom. It reflects this increase in energy by the electrons jumping up to a higher level. It's as if the atom is charged like a battery; it has higher 'voltage'.

When the electrons come down to a lower level, they have emitted the energy (radiation), 'discharging' the battery, 'lowering the voltage'.

its c. the electron absorbs the photon as it moves up an energy level. as it moves down an energy level it gives off that energy in the form of a photon. the energy emitted doesnt always have to be visible and ultraviolet.
